SUBJECT: STAFF REQUIREMENTS - BRIEFING ON SPENT FUEL POOL ACCIDENT RISK AT DECOMMISSIONING PLANTS AND RULEMAKING ACTIVITIES, 10:30 A.M., TUESDAY, FEBRUARY 20, 2001, COMMISSIONERS' CONFERENCE ROOM, ONE WHITE FLINT NORTH, ROCKVILLE, MARYLAND (OPEN TO PUBLIC ATTENDANCE)

The Commission was briefed by a panel of stakeholders (Mr. Ralph Beedle from the Nuclear Energy Institute, Dr. Dana Powers from the Advisory Committee on Reactor Safeguards, Mr. David Lochbaum from the Union of Concerned Scientists, and Mr. Raymond Shadis from the New England Coalition on Nuclear Pollution) and the NRC staff on a recently completed NRC staff study of the spent fuel pool accident risk at decommissioning plants and planned rulemaking activities based on that study. The Commission looks forward to the staff paper, due May 31, 2001, which will present policy issues with respect to exemptions and regulations for the decommissioning of nuclear power plants taking into consideration the results of this study, as well as other pertinent information related to spent fuel pool accident risks. The Commission will also consider the comments and recommendations of stakeholders, where appropriate, when it reviews the staff's paper. In particular, the Commission will consider recommendations related to whether the staff's study should be peer reviewed, revised, and/or expanded.
