and Order affirming the Presiding Officer's ruling that Oklahoma has standing
and has stated its concerns with sufficient particularity, and declining
to hear the remainder of Sequoyah's appeal.
(Subsequently, on January 17, 2001, the Secretary signed the Memorandum
and Order.)
