IN RESPONSE, PLEASE December 23, 2004
The Commission was briefed by the NRC staff on the status of key reactor safety and licensing activities. The following items were identified for staff action. The staff should provide up-to-date information to the Commission on the timeliness of significance determination process (SDP) evaluations. Specifically, the staff should provide a list of each SDP evaluation that exceeded 180 days, and the reason(s) for the delay in completing the evaluation.
The staff should provide the Commission with an evaluation of the effectiveness of the recent changes made to improve the timeliness of the fire protection SDP in the next annual Reactor Oversight Process self-assessment Commission paper no later than 5/31/2005.
The staff should issue a generic communication for public comment no later than April 30, 2005, to raise awareness of grid reliability issues. The staff should provide the Commission a status of its activities related to this generic communication and for ensuring the continued safe operation of plants during the 2005 summer season at the next Commission meeting on grid reliability in March or April 2005 (Ref. Staff Requirements Memorandum of May 18, 2004).
After reviewing the findings from the four pilot inspections to review low margin, risk significant components (Temporary Instruction 2515/158), the staff should evaluate whether the current inspection procedure associated with power uprates (Inspection Procedure 71004) should be revised, and provide the results of the evaluation to the Commission.
The staff should continue to assure that the safety implications of materials degradation issues related to extended power uprates are adequately addressed. The potential long term effects of extended power uprates should be included in the ongoing pro-active materials degradation program.
