 The Office of Engineering and Construction Management (OECM) is responsible for establishing Project Management and Real Property Management policy, guidance, and for providing oversight. Other responsibilities include assessing project performance, conducting External Independent Reviews (EIRs), reviewing and certifying contractor’s Earned Value Management Systems (EVMSs), managing the Department’s Project Assessment and Reporting System (PARS), establishing the Project Management Career Development Program (PMCDP) and supporting the Department’s Energy Systems Acquisition Advisory Board (ESAAB).
