In the Upper Colorado Region, the majority of procurement is done through competitive means. However, referential programs like Small Business Set-Asides, the 8(a) Program, and Mandatory Source Programs are also actively supported. Financial assistance operations (grants and cooperative agreements) are typically not obtained competitively, but are entered into with those who have substantial interest, involvement, and association with Reclamation programs and projects.

By regulation, all larger competitive acquisitions are advertised at least 15 days prior to the availability of the solicitation documents at FedBizOpps. The majority of small acquisitions (less than $100,000.00) will be conducted under Electronic Data Interchange (acquisition notification service). This service is provided for convenience only and does not serve as a guarantee of notification. Subscribers to this list service are ultimately responsible for reviewing the Federal Business Opportunities site for information relevant to desired acquisitions.

Simplified Acquisition

The Bureau of Reclamation acquisition offices have begun to conduct business via Electronic Data Interchange (EDI). The majority of requirements with an estimated value between $2,500.00 and $100,000.00 will be acquired electronically. These actions are known as 'simplified acquisitions'. The name is indicative as to simplify the accessibility to federal acquisition opportunities for potential vendors. EDI allows Reclamation to electronically advertise for goods and services, receive requests for quotations (RFQs), award purchase orders, and place orders against General Services Administration federal supply schedules. A large amount of solicitations less than $100,000.00 will be posted on an electronic bulletin board. The interface between our electronic acquisition system and the industry will be through Value Added Networks (VANs), which are owned and operated by commercial firms. Vendors will need to contact individuals VANs for registration information. All EDI transactions will be posted on the VANs and interested vendors respond to the RFQs via the VAN. Construction

Contracts for construction involve new facilities as well as repair, maintenance, and renovation of existing facilities. Through an agreement with the Bureau of Indian Affairs, the Upper Colorado Region also provides construction and contracting services in support of the Navajo Indian Irrigation Project near Farmington, New Mexico. Construction features include: aqueducts, canals, pumping plants, dams, power plants, switchyards, electric transmission facilities, earth material production and stockpiling, river erosion control, water distribution and treatment facilities, small office and warehouse construction or remodeling, highway and utility relocation, and recreation facilities, etc. Assistance is also provided to the Environmental Protection Agency with contracting and construction management on hazardous waste cleanup work.


Services

Services contracted for to support Upper Colorado Region programs and operations involve: research and investigation related to water supply, use and quality, archeological investigation, environmental impact investigations and assessments, architectural and engineering, janitorial, etc.


Supplies

Commodities purchased include computer hardware and software, telecommunication equipment, office products and equipment, engineering supplies and equipment, safety equipment, laboratory chemicals and equipment, drilling equipment, diving equipment, transformers, turbines, electric motors, pumps and valves, heavy equipment such as trucks, trailers, excavators, etc.


Grants and Cooperative Agreements

The Upper Colorado Region also awards grants and enters into cooperative agreements with other federal agencies, state, county, and special district governments, Native American nations, profit and non-profit organizations, higher education institutions, and individuals.
