Advisory Committees

The law requires that RACs be formed to:

  • Recommend Title II projects to the appropriate Secretary
  • Improve collaborative relationships
  • Provide advice and recommendations to the land management agencies

How are the RACs comprised?

  • Each RAC must have 3 categories with 5 members each (15 members total)
  • The Forest Service (FS), Bureau of Land Management (BLM) and Counties solicited RAC members in April 2000.

Different RACs exist for Forest Service and Bureau of Land Management projects. There are a total of 6 Bureau of Land Management RACs and 7 Forest Service RACs in Oregon. RACs are typically defined by a combination of agency and county boundaries.

Provincial Advisory Committees (PAC)

Southwest Oregon PAC

Under the Northwest Forest Plan, Provincial Advisory Committees (PACs) were established to advise the Provincial Interagency Executive Committees (PIEC) on coordinating the implementation of the Record of Decision.

PACs provide advice and recommendations regarding implementation of a comprehensive ecosystem management strategy for Federal land within a province (12 provinces were established in Washington, Oregon, and northern California), to promote better integration of forest management activities between Federal and non-Federal entities. They operate in the public interest in that they provide local forums where Federal agencies can develop ways to better coordinate activities with non-Federal entities.

Each PAC consists of up to 29 members:

  • 1 or more representatives each of the Environmental Protection Agency, US Fish and Wildlife Service, Forest Service, Bureau of Land Management, National Park Service, National Marine Fisheries Service, and the Bureau of Indian Affairs.
  • Up 3 state government representatives
  • 1 or more representatives of Tribal governments
  • Up to 2 representatives each of environmental interests, forest products industry, recreation and tourism
  • 3 to 5 representatives of fish, wildlife, forestry conservation, special forest products, mining, grazing, or commercial fishing interests
  • Up to 3 representative of the Bureau of Reclamation, US Geological Survey, Forest Service Research, US Corps of Engineers, Bonneville Power Administration, Department of Defense, and Natural Resources Conservation Service
  • Up to 3 citizens representing the public at large affected by the Record of Decision for the NW Forest Plan
