Responsible System Agency PATH and the Office of Child Support (OCS) share the application. PATH is the entity primarily responsible for development and maintenance; operations are split between PATH and the state data center. Communications and Information Technology (CIT); OCS purchases development, maintenance and operations services from PATH and CIT.

Functional Description ACCESS is an integrated intake, eligibility determination, benefit processing /issuance, and case management system for TANF, Food Stamps, Medicaid, LIHEAP, and two state programs. The application also closely integrates CSE functionality with TANF. 
Interfaces ACCESS completes numerous data exchanges with other systems. Bendex; BUY-in; Enumeration; Numident; SDX; SVES; Third Party Liability; IRS 1099; Disqualified Recipient system (DRS); Bank North for direct deposit of benefits and health care premium billing; E-funds for benefit payment; VT DDMHS for administration of health care; VT Housing Authority for administration of subsidized housing; VT DET for UI benefit match and new hire data; EDS for health care claims processing.

Application Future Plans VT currently plans to complete some upgrades to the ACCESS system, including a new Noticing system and putting program policy/procedure on-line. VT is also evaluating the longer-term need to migrate the application to a different platform, but a plan has not been developed at this time.
