Functional Description |
OCSE provides client contact services through its intake Public Assistance (PA) and non-PA and customer services operations. These contacts take place through scheduled and in-person interviews, walk-ins, and telephone calls. Clients enter the system through two points of entry: either by a direct application for child support services, made at an Office for Child Support and Enforcement (OCSE) or at a Family Court, or through an application for public assistance located at all LSSDs.When non-custodial parents fall out of compliance, either falling behind in their payment or ceasing payments altogether, certain automated and manual enforcement mechanisms may be initiated. The actions taken may be linked to the amount of debt and include assets seizures, professional and drivers license revocation, passport revocation, interception of tax refunds and court violations.Another vital subset of the receipt and payment process is account maintenance. Often accounts have to be adjusted. Payments may be misapplied; requiring credits and debits across cases. In some cases, payors may be overpaid and must be credited. Chief among these activities is tracking the time and expense of clients receiving public assistance. Through an interface between CSMS and the Welfare Management System (WMS), the custodial parent?s public assistance status is checked. A report is generated on a daily basis indicating cases that have either gone on or off assistance; OCSE contractor staff uses this report to update the cases, ensuring that money is disbursed appropriately. New York is a home rule state. |

OCSE is working with the State Department of Child and Family Assistance on the redesign of the Child Support Management System. One of the redesign?s major goals is to automate routine case management functions. |

The OTDA oversees the six regional offices and all local social services districts (LSSDs). Each local district is connected to the Child Support Management System (CSMS).The State?s Child Support Enforcement system consists of three main applications: the State eligibility system referred to as WMS, the child support management system (CSMS), and the centralized support collections system. These three systems combine to supply all required child support functionality to the State, including New York City. The centralized support collections system is provided by a contractor Lockheed Martin.The State uses the WMS system to register clients and determine their eligibility. Once eligibility has been established, the account is transferred to the CSMS system for further processing and account monitoring. The CSMS system interfaces with numerous external and internal systems. These interfaces include the Department of Motor Vehicles (DMV), the State lottery, the Department of Internal Revenue (IRS), and the Department of Social Services (SSA). Payment issuance is essentially an automated process that is dependent on the processing center and CSMS. There is an existing process that allows a very limited number of checks to be issued manually (approximately 5 per week). This process is used primarily in hardship cases. |
