Functional Description New York is a home rule state. The primary program areas include Foster Care, Adoption, Prevention Services, Child Protective Services, Child/Day Care, Domestic Violence, Youth Development, Teenage Pregnancy, Adult Protective Services, Indian Affairs and the Blind and Visually Handicapped. The Division mandates, established under State and Federal laws and regulations within each of the program areas, include the supervision, monitoring and provision of technical assistance to fifty-eight local social services districts, county and municipal youth bureaus, and 2,000 voluntary agency providers in carrying out program activities.

Other Relevant Information Children in need of foster care services have records created in WMS. WMS is also used to process payments to group home providers.The New York State Central Register (SCR) for Child Abuse and Maltreatment operates the child abuse ?hotline? and maintains records of child abuse and neglect statewide. The SCR is also responsible for the screening process, specifically in confirming past histories of child abuse or neglect by foster parents, adoptive parents, child care employees and others. On behalf of the commissioner, the SCR responds to requests from subject of reports to expunge or amend child abuse and neglect reports.
