Functional Description |
At the State level, the Division of Children and Family Services (DCFS) within the Wisconsin Department of Health and Family Services (DHFS) administers the Child Welfare program. The county government provides the majority of direct services (intake, investigation, in-home and out-of-home care) locally except for Milwaukee County. DCFS is responsible for adoption services throughout the State. Child Welfare is administered at the county levels, except for Milwaukee, which is administered by the State. Although some Native American tribal courts have jurisdiction over termination proceedings for their members, county governments provide all direct services.The main automated Child Welfare system that the State supports is the Human Services Reporting System (HSRS). The Child Welfare data is collected manually in most counties and then either the manual reports or in some instances a computer disk or tape are sent to DHFS. DHFS personnel enter the data into HSRSAt the present time, approximately 48,000 reports of suspected child abuse or neglect is received by county Child Welfare agencies annually. County caseworkers rely primarily on manual systems to perform their responsibilities. No central registry of cases or alleged perpetrators is available, so county staffs rely on local systems to determine whether previous reports of abuse or neglect have been reported. These staffs are responsible for investigating allegations, determining child safety issues, and making decisions regarding removal of children and placement in out-of-home care settings. The county makes payments for foster care. When a decision is made to terminate parental rights permanently and place the child in adoption, DCFS becomes responsible for continuing foster care payments, recruiting and screening adoptive families, and making placement decisions and adoption subsidy payments. |
