Functional Description New York is a home rule state. The OCFS has six regional child day care licensing offices located in Buffalo, Rochester, Syracuse, Albany, Yonkers and Hauppaugue. In addition, the OCFS has Memorandums of Understanding (MOU) with 34 local department of social services, including the New York City Department of Health, to perform the functions of registration associated with child day care providers. Child day care subsidies are made available through the purchase of slots in child day care facilities. Retrospective payments are made directly to child day care providers. TANF benefits are then prospectively increased for child day care costs.
