Functional Description CFSD administers child protection, foster care, adoption, family preservation and support, domestic violence prevention, and refugee assistance. The division administers the following Federal programs: Foster Care, Residential Psychiatric Treatment and Therapeutic Group Homes, Subsidized Adoption, Independent Living, Family Preservation and Support, and the Child Abuse and Neglect Grant.The Child and Family Services Division (CFSD) of the Department of Public Health and Human Services (DPHHS) administers the Child Welfare program in Montana. The program is State administered. The division has about 321 staff with about 10 percent of the staff located in Helena in the State office and 90 percent in the 56 counties in Montana. State employees deliver the Child Welfare program services.In State Fiscal Year (SFY) 1998, 2,587 children received family preservation services, 3,381 children were placed in out-of-home placements, and 9,882 investigations were completed.All child welfare intake function is performed at the local level, including receipt of all referrals. The functions are performed by State employees in local offices throughout the State of Montana.
