Functional Description ATLAS is an integrated system which processes and tracks Child support enforcement cases. Functions include Case Managment; Interfaces including the referral process from the IVA system; Locate processing of case participants, specifically non-custodial parents; Establishment of paternity and support processing; Enforcement of those orders through a variety of interfaces and intercepts including using new hire data to locate non-custodial parents and immediately processing and submitting a income withholding order; Collection of support payments from non-custodial parents; Distribution and disbursement of support payments to the custodial parent; State and Federal Reporting requirements; Document generation system. 
Interfaces Interfaces for referrals from the IVA-TANF system (AZTECS), from IVE (Child Welfare and foster care), interstate processing - CSENet using FTP file transfer, with the federal government for the Federal Case Registry, SSA validation, National Directory of New Hire, with IRS for tax intercept processing, and with various state agencies for locate data or for intercept of state tax refund, various licensing boards, unemployment insurance files for intercept of UI benefits, locate data and employment information, credit bureaus, hospital based paternity actions, private collection agencies. ATLAS is the foundation upon which the Statewide Distribution Unit (SDU) is built, allowing state, county, and private vendors to post IV-D and non-IV-D child support payments. ATLAS also houses our Financial Institution Data Match (FIDM).
