Functional Description DHS has contracts with 18 Child Care Resource and Referral (CCR&R) agencies located around the State to administer the Child Care program. CCR&R agencies handle all interactions with families, key in all required eligibility, demographic, and financial information to the Child Care Tracking System (CCTS), and supply training and information to providers. CCR&R agencies handle applications, approvals, denials, cancellations, and payments on CCTS.
