Functional Description |
The system provides records for case management activities for child protective services intake and investigation, foster care and in-home services. The system is deployed to local servers and all caseworkers can access the system through networked PCs or through the internet to a Citrix server. The intake function for Child Welfare consists primarily of acting on reports of child abuse or neglect. System dependence is tied to verification of prior reports and investigation results.DCFS local offices, organized into five regions, are located in every county. DCFS State office staff report that regions operate with a high degree of autonomy.There is no statewide hotline for reporting potential child abuse or neglect. Each DCFS region maintains a local number for reports and reports also come to DCFS through law enforcement channels. Regional hotlines roll over to law enforcement after business hours. DCFS receives 20,000 child abuse/neglect referrals annually and reports a 38 percent substantiation rate. The state is averaging 2100 children in foster care with 2600 new cases opened each year. Native Americans are developing own programs. Besides caseworkers and supervisors, staff of the attorney general and the Office of Guardian ad Lidem have read-only access to the system. |

SAFE is currently making revisions to match the new "Practice Model", a change in business practices implemented in the Divison. At the same time work is in process to meet weaknesses or items not yet implemented as pointed out in the Federal Review. |

The State office is responsible for data support, including some functions retained in the legacy system (USSDS), SAFE (the State?s SACWIS system), all payments, and the communications network. |
