Functional Description |
OCY is responsible for policy interpretation, training, quality assurance, monitoring grants and expenditures, and preparing and submitting reports to ACF. OCY has contracts with nine Planning and Development Districts (PDDs) (sub-grantees) throughout the state for the delivery of Child Care services. PDDs perform public relations, intake, eligibility determination, certificate issuance, case maintenance, and processing of ledgers and payments to Child Care providers and centers.As of June 30, 1999, approximately 14,000 families and 25,000 children were receiving Child Care services. Approximately 75 percent of children receiving Child Care services are cared for in child care centers. The PDD?s are responsible for direct payments to child care providers; PDDs issue either manual checks or generate checks using third party software. The PDD?s submit hard copy requests for cash to OCY; OCY verifies the data and forwards the information to the Division of Budget and Accounts which issues checks to the PDD?s. For payments to facilities, facilities submit invoices for the services rendered through MDHS (Mississippi Department of Human Services) and the invoices are paid by warrant from the State Department of Finance and Administration. The intake process for Child Care is not automated. Applicants manually complete standard forms and workers review the documents for completion. PDDs do receive applications by facsimile from TANF. The eligibility determination process for Child Care is not automated and most PDDs produce certificates manually. Manual records are maintained for each case and most PDDs enter the case data into the GMS system. The PDDs produce the ledgers for Child Care providers to use when invoicing OCY for their services. |
