Functional Description The Department of Justice (DOJ) Division of Child Support(DCS) oversees the Oregon Child Support Enforcement (CSE) program. The offices of the District Attorney in 28 Oregon counties process non-TANF CSE cases. The DCS processes non-TANF cases in 8 Oregon counties. CSEAS supports and has automated much of the processing of child support cases through initiation, locate, establishment, enforcement, case management, and distribution. CSEAS is a statewide program used by all Child Support Program (CSP) staff. All payments are processed through the State Disbursement Unit (SDU) and distributed and disbursed through the system. 
Interfaces CSEAS interfaces with many other State and Federal systems to gather and distribute data. Cases for TANF and Medicaid are created automatically by the system through an interface with IVA. Interstate cases are sent and received through CSEnet. Funds are sent and received through Electronic Funds Transfer (EFT) with employers and other states through an interface with the Oregon Department of Treasury. There are also interfaces for FPLS, FIDM, FCR, New Hire, and OCSE Offset Program to name a few.

Other Relevant Information The Oregon Child Support Program uses CSEAS, a statewide, federally certified, mainframe based application. CSEAS performs all accounting for each individual served, including TANF recoupment activities. When a TANF referral is received, a child support case is automatically created by the system and assigned a unique case number. Basic information from applications for enforcement on non-TANF cases is input by staff and the system assigns a unique case number. All participants on support cases are assigned a unique participant number and a data record is created. Data is entered either through mainframe data entry screens or various interfaces. Screens used by staff are a combination of case and individual data. Access to screens and CSEAS data is controlled by security programs. Staff are alerted to needed case activities through a series of alerts either created by the sytem or set by the case manager.
