Other Contributing Agencies	The CalWORKs Child Care Development program delivers child care in three stages.Stage I is administered by California Department of Social Services (CDSS) through county welfare departments (CWDs) and begins when a participant enters the CalWORKs program. CWDs refer families to resource and referral agencies to assist them in finding child care providers and to pay those providers directly for the services performed. Stage II and III are administered by CDE through its Alternative Payment Program (APP) delivery mode.

Functional Description	CDE’s Child Development Division, provides funds in excess of $1.2 billion for child care and child development services for families receiving Temporary Assistance for Needy Families (TANF) services (known in California as California Work Opportunity and Responsibility to Kids (CalWORKS)), as well as for other low-income families. Approximately 800 child care/child development providers are under contract with CDE to provide program services. About 2,300 contracts are maintained annually.
