Two lead agencies had been selected at the time of this assessment?one agency for Manatee and Sarasota Counties and another for Lake and Sumter Counties. |

Functional Description |
The Child Welfare program is administered by the Family Safety Program Office of the Florida Department of Children and Families (DCF). This program staffs and operates a 24-hour, 7 days a week, statewide Abuse Hotline which serves as the central point of contact for people reporting alleged abuse or neglect of children. Trained hotline counselors evaluate each call alleging abuse or neglect. Calls that meet statutory criteria are referred to districts for investigation.The program is also responsible for investigating allegations of abuse, neglect, or exploitation of children. The program is responsible for providing emergency shelter for children, foster care for children while families work toward reunification and adoption services if it is not possible for an abused or neglected child to return home. In addition, this program offers training and other services to teenagers in foster care to assist them in making the transition into adulthood and independence. The department has begun privatization efforts initiated by the Legislature. By law, many of these services will be contracted out to private and community agencies around the State by 2003.The Family Safety Program Office oversees the districts? efforts to protect abused and neglected children. Services are planned and delivered through 15 service districts. Each district office is headed by a District Administrator appointed by the Secretary of DCF. District Administrators are responsible for ensuring that program services are delivered according to statewide service plans and state and Federal laws and rules; administering district support services; and coordinating services provided by district program offices and other public and private agencies that provide family services. District offices work under the general advisory oversight of district Health and Human Services Boards, which operate through an annual agreement with the Secretary of DCF. Each district board is composed of members appointed by the Governor or boards of county commissioners. District boards are responsible for establishing district goals and objectives, conducting needs assessments, developing district service delivery plans, recommending changes in services or resources to better meet district needs, and providing budget and policy oversight. Although boards do not have direct authority over District Administrators, they participate in the District Administrator?s annual evaluation and assist in selecting District Administrators by soliciting applications, screening applicants, and recommending the names of three to five candidates to the Secretary. |

Several mission critical interfaces have been identified. These interfaces all relate to the financial management function and include the interface between ICWSIS and FIPS (Fiscal Invoice Processing System, the District Fiscal Offices? financial application) and the interface between FIPS and the CWVS. |

Four applications support the Child Welfare (CW) program. The Client Information System-Family Safety (CIS-FS) is a centralized system that provides client demographic information, limited service provider information, and limited program specific information for protective supervision, foster care, and adoptions. The Florida Abuse Hotline Information System (FAHIS) is a centralized system that supports the investigation of child abuse and neglect. Abuse reports are stored centrally and are available to protective investigations staff 24 hours, 7 days a week. The Child Welfare Vouchering System (CWVS) is a centralized system that provides payment data to the State?s accounting system and supports payment for providers and other child welfare expenditures. These three systems are operated and maintained by the DCF Central Office. The Interim Child Welfare Services Information System (ICWSIS) is a decentralized client/server-based system that supports automated provider licensing, client placement, limited case management, and vouchering functions for the emergency shelter, foster care, and adoptions programs. It is installed in all 15 districts and is supported by District 6. |
