Functional Description |
The Human and Community Services Division (HCSD) of the Department of Public Health and Human Services (DPHHS) administers the TANF program in Montana and is a State-administered program. This division also administers the Child Care program and Low Income Home Energy Assistance Program (LIHEAP). The division has approximately 400 staff members with about 360 of them located in the 56 counties. Because of the relatively small size of the Child Care program and LIHEAP and because both of these programs are administered through contractors, the largest number of these staff members are associated with the TANF and Food Stamp programs. State employees deliver TANF program services. In State Fiscal Year (SFY) 1999, an average of 5,344 families received FAIM assistance in Montana monthly. HCSD State staff perform the intake, eligibility and case maintenance functions for the Montana TANF program at the county operational level. The only functions that contractors perform are some of the employment and training services provided as part of the TANF-funded Pathways Program. Although contractors issue some of the support service payments, the State staff has the majority of responsibility for determining eligibility and issuing benefits to eligible TANF clients.The most critical administrative financial function for the TANF program is the issuance of the monthly checks to eligible families. DPHHS has an existing process known as the First Check System that enables the department to write checks on the State checking account. |

The Montana TANF program is part of the Families Achieving Independence in Montana (FAIM) program. FAIM consists of three programs: the Job Supplement Program (JSP), which provides options to a cash-assistance grant such as Medicaid coverage, child care assistance, or a one-time employment-related payment; the Pathways Program, which provides a time-limited monthly cash grant and opportunities leading to self-sufficiency (TANF cash assistance); and the Community Services Program (CSP), which is a cash assistance program designed for individuals who have used all of the their Pathways benefits but have not achieved self-sufficiency.
