Functional Description The primary focus of the TANF program is on promoting self-sufficiency for the clients it serves. Currently, the TANF population is composed of approximately 17,000 families. AFSD uses the Client Maintenance System (CMS) to issue TANF cash benefits. To support the new way of case processing brought about by the TANF program, DHR needed an automated system for case management and self-sufficiency functions. The DHR Office of Information Services (OIS) developed the Job Automated System (JAS) and Transition, Referral, and Client Self-Sufficiency (TRACS) systems. To assist the worker and limit the amount of duplicate data entry, these systems are front-end systems to CMS. A sturdy legacy system, CMS was put on line in 1973. 
Interfaces CMS interfaces with the Electronic Benefit Transfer (EBT) system, which is developed and maintained by Deluxe Data Systems.
