Functional Description The Child Support Enforcement process begins with a referral. The referral contains basic data on the individuals involved, such as name, social security number, birth date, addresses, employment, and other information. It also contains child support related data such as the monthly obligation, amount owed, and other support-related information. The case is assigned to a support enforcement officer at the tine it is established. It is then the responsibility of the support enforcement officer to take the necessary actions, which will ultimately lead to the collection of child support. The primary activities are locating the non-custodial parent, the non-custodial parent?s assets and employment, establishing a child support obligation, enforcing the child support obligation, and processing payments.The primary enforcement action is wage withholding, which is accomplished by serving notice on the employer of payroll deduction from the non-custodial parent.When money is received, it is entered into SEMS using either SSN or individual number. The system automatically distributes the amount collected. In public assistance cases, the majority of the funds are retained by the State to reimburse past assistance. In non-assistance cases, the funds are distributed to the custodial parent either by check or EFT.

Other Relevant Information The data contained on the referral is input into the SEMS system through a referral processing module and a case is automatically created by the system.The system assigns a unique identification number to each individual and creates an individual record that contains the data for that individual. Likewise, a case data record is created and a unique number is assigned to the case. An individual may be associated with several cases, but each individual appears only once on the system. The screens that the staff sees are a combination of case and individual data.The system locates non-custodial parents and their assets through an auto-locate module that consist of a series of electronic interfaces with the Department of Employment Security, new hire reporting, the Federal Case Registry, and other sources.The financial module is also event driven. A payment goes through a progression of programs that ultimately results in the generation of a series of daily, monthly, and quarterly reports.
