Functional Description |
DCCECE provides the following services:Registering and licensing of day care providersCoordinating criminal background checks on day care employeesManaging the Special Nutrition ProgramDay care funding (vouchers)Families receive day care vouchers through one of the following means:A Division of County Operations caseworker deems TEA (Temporary Employment Assistance, TANF) families eligible for benefits. The caseworker uses the WISE system to enter the KIDS system to authorize a child care voucher for each child. Low-income working families apply through DCCECE. A DCCECE eligibility specialist works with the family to select a participating provider. A day care voucher is generated and given to the selected day care facility.Through touch-tone telephone or internet, the day care facility bills for the services provided. DCCECE reviews and approves the billing and the Department of Finance and Administration sends the payment. DCCECE also provides an additional quality child care service in cooperation with the Arkansas Dept. of Education. Utilizing contracts, quality care is provided to areas where the elementary school has been determined by the AR Dept. of Ed. to be in need of school improvement. This designation is in line with the federal No-Child Left Behind initiative. The program, entitled Arkansas Better Chance for School Success (ABC), will provide approx. $50 million in services for SFY 2005. |

The 120 staff in the Division serves about 21,000 children from 12,000 Arkansas families. 2200 of the 3500 licensed day care facilities are participating providers in the voucher certificate program. |
