Responsible Program Agency The DSHS Economic Services Administration (ESA) Community Service Division (CSD) is responsible for authorizing Working Connections Child Care (WCCC) subsidies. ESA?s Division of Child Care and Early Learning (DCCEL) is responsible for setting policy and monitoring the WCCC. The DSHS Childrens Administration is responsible for authorizing and setting policies regarding the subsidy programs supporting employed foster parents and the CPS/CWS program. 
Responsible System Agency DSHS/ESA?s Information Technology Division is responsible for the development, maintenance and operation of the WCAP. SSPS and ITD are responsible for interface between WCAP and SSPS.

Functional Description DSHS/ESA?s Community Service Division?s staff interviews applicants for assistance with child care costs using the Working Connection Child Care (WCCC) module in the BarCode system. Demographic data is collected, the desired childcare providers are identified, and eligibility for payment assistance is determined using established income standards for this program. Child Care program participants include TANF and non-TANF families with employed parents, parents seeking employment, and parents in training to improve their employment opportunities. After eligibility is determined and the appropriate participation level set, social service staff issue an award letter to the family and authorize child care services by electronically transmitting designated authorization forms to the Department?s Social Services Payment System (SSPS).
