Responsible Program Agency The DSHS Economic Services Administration (ESA) Community Service Division (CSD) is responsible for authorizing Working Connections Child Care (WCCC) subsidies. ESA?s Division of Child Care and Early Learning (DCCEL) is responsible for setting policy and monitoring the WCCC. The DSHS Childrens Administration is responsible for authorizing and setting policies regarding the subsidy programs supporting employed foster parents and the CPS/CWS program. 
Responsible System Agency The State Department of Information Services (DIS) provides the data center facility and supplies mainframe system hardware (with the exception of the DSHS-leased Automated Client Eligibility System [ACES] mainframe) and software support. The DSHS information system services division provides operational support for mainframe and client/server application operations.

Functional Description The SSPS system provides the authorization and payment capabilities for the Working Connection Child Care (WCCC) module in the Barcode system and in the CAMIS system for Children?s Administration. Seasonal Child Care accesses the system directly through the WebConnect front-end connection to the SSPS system itself. Demographic data is collected, desired child care providers are identified, and payment authorizations are created to match the eligibility for payment assistance as determined by the WCCC, Seasonal Child Care, and Children?s Administration income and program standards. Services for payment are authorized within the SSPS system and the appropriate co-payment level set for deduction from the payment authorization. A social service notice is issued by the system to notify the payee of authorized services or changes. Payees are sent an invoice at the appropriate time for claiming payment; or in some cases, are sent the payment directly. Invoices may be claimed in paper form or through an interactive voice response system, Invoice Express. The data is fed into the system and payments are generated in a paper warrant or are electronically transmitting to the payee?s bank account in a direct deposit. All information concerning the payments and related statistics are maintained in the SSPS system or in the SSPS archival system on Computer On Laser Output Disc, or COLD. Additionally, the provider and payee information is maintained by SSPS in one of the mainframe databases to assure accuracy and IRS tax compliance. DCCEL licensers have access to the provider information through CAMIS as well. 
Interfaces SSPS interfaces with WCCC, ICMS, CAMIS, CARES, CASIS, WebConnect, Office of Acccounting Services, and Department of Information Services.
