Functional Description |
Client Certification functions are used by eligibility staff for eligibility determination and service delivery to clients. Direct services include all cash programs (Temporary Assistance for Families, General Assistance and Refugee Assistance); all medical coverage including Title XIX Medicaid, Title XXI CHIP and state funded Medikan; and food stamp benefits.
Major functions are:
1. Intake (Application registration, interview scheduling, timeliness tracking, storage of individual client information and program involvement)
2. Eligibility Determination based on non financial and financial criteria
3. Automated referrals are made to other programs/systems for CSE & Work Programs.
4. Payment Determination (Cash payments, medical coverage, food stamp benefit amounts, HCBS/NF obligation; spenddown amount and CHIP premium charges)
5. Notification includes printed notices to client, facility, case manager, collaterals and responsible person.
6. Rollover (Automated process of moving case data forward from one benefit month to the next)
7. Maintenance (Accommodate changes in household composition, household name, address, income, resources, termination of assistance and completion of periodic reviews)
Financial Management functions include tracking and reporting cash assistance, food stamp benefits, and medical eligibility; calculation, collection and tracking of claims for all programs covered by system.
Case Management functions include:
1. Quality Control (Identifies the QC universe, selects the sample cases, as defined by the user and provides limited information about the cases selected)
2. Case Management (Generates alerts and reports
3. Mass Change (Batch jobs are run each month to recalculate the resources, income, expenses, and determine continued eligibility; authorizes benefits or creates deauthorization alerts for the new month. At designated times of the year, additional batch jobs are run to mass change income or program standards.)4. The agency currently plans to build an integrated enterprise wide web based system which will include the current functionality of KAECSES and 8 other current agency systems. KAECSES will be maintained until existing system functionality is incorporated into this new system. |
