Functional Description |
WCDS is an integrated welfare management system that has been maintained and enhanced since it was originally developed in the mid-1960s. Workers manually collect demographic, resource, and income information and then, using online screens, enter the information into WCDS. WCDS calculates the benefit amount and produces automated notices to clients. WCDS produces information needed to meet mandated reporting requirements, as well as management reports. |

The Welfare to Work Division is responsible for the statewide oversight of welfare programs which are locally administered by county welfare departments. The Division develops policy and regulations for the administration of these programs and provides interpretation and explanatory materials for county welfare departments and employment program providers. The division also works with the legislature in crafting legislation pertinent to the programs it administers. In addition the division is project sponsor for various information technology projects which support the programs of the division. There are four Regional Advisors who are responsible for liaison with county welfare departments in their implementation of the CalWORKs and welfare related programs. |
