Functional Description 1. The CWS/CMS application provides comprehensive case management documentation from the point of agency involvement (referral) to exit from agency supervision. The modules include intake, case management, foster care, reporting, adoption supervision, and licensing for twenty-four hour out of home care. 2. The database contains data on clients, perpetrators, social workers, service providers, and foster care providers and facilities. 3. Document management allows all documents associated with a referral or case to be reviewed by the social worker. 4. Monthly reports at the county and state level have been designed for immediate access and an ad hoc reporting system is provided to the state and each county. Counties may access their own information while the state has a comprehensive view of the data. 
Interfaces Outgoing data transfer: California has four consortia of counties which support four models of cash aid, medical services, Food Stamps, and job referral and training. At this time, nightly batch files are sent to systems in two of the four consortia. Future plans are to develop interfaces to the two remaining consortia to complete the Title IV-A interface requirement. Incoming data transfer: Court information is transferred from one county to the CWS/CMS database.Nightly batch files for non-medical out of home foster care facilities are sent to CWS/CMS. The database serves as a repository for maintaining a single statewide database on all children in out of home foster care.

Application Future Plans 1. The process for determining a follow-on M&O vendor is in process. 2. Technical refresh occurs in accordance with a Technical Maintenance Plan for the workstations, servers, supporting software and hardware. The plan is reviewed and updated yearly for federal and state planning and budget approvals. 3. Application refresh occurs as changes are required to keep the application current with new legislation at the state and federal level, policy changes and usability enhancements.
