Functional Description South Carolina Department of Social Services (DSS) administers the TANF program. These programs are all state administered with DSS employees. CHIP determines eligibility and calculates benefits for the TANF and Food Stamp programs. CHIP tracks use of TANF and Food Stamp program benefits and Food Stamp program recertification.
