Functional Description South Carolina Department of Social Services (DSS) administers the TANF, Child Welfare, and Child Support programs. These programs are all state administered with DSS employees carrying out regional (in Child Support) and local responsibilities. Clerks of the Court at the county level also support delivery of services in the Child Welfare program. Intake and case establishment functions are manual in nature as are court processes associated with securing necessary court orders. While data are recorded in SACWIS, input of such data is not critical to service provision.
