Functional Description The New England Child Support Enforcement System (NECSES) is an automated system utilized by DHHS staff to ensure applicants receive assistance in obtaining both financial and medical support from the Non-Custodial Parent (NCP). The NECSES system is enhanced to assist in locating the NCP, establishing paternity and support for the dependents, and enforcing those obligations. The New England Child Support Enforcement System has been developed to ensure improved program performance and complete compliance with federal regulations. NECSES provides comprehensive child support functionality through the following nine major subsystems: Case Initiation, Case Management, Locate, Establishment, Enforcement, Financial Management, Interstate, Management Reporting, and Operational Reporting.

Other Relevant Information Middleware - American Management Systems (AMS) Enterprise Server 2.0. Access to NECSES on-line and data entry is gained using Attachmate Extra V 6.71 3270 terminal emulation mode on Windows XP desktops connected to the DHHS WAN. Data file transfer is accomplished using a combination of Connect: Direct V 4.03.00 for OS/390 and MVS/FTP services over dedicated lines.Supporting Applications: UIFSA, legal, and some other forms output to the district offices is accomplished using a Compaq Server running JetForm Central V5.2.8 and Win NT (all other forms are produced via RAPS). The Voice Response application runs on a Win NT server developed by Renaissance/IPAT.Operational Reporting System (ORS) is the vehicle used for end-user query and reporting. ORS is used to calculate and evaluate key performance measures by which all State child support IV-D programs are measured in order to determine and maximize federal funding as well as a reporting tool for federal reports required for submission by all states. ORS, which runs on Unix/Oracle 91, is a client server reporting system with a weekly batch cycle providing weekly updates and retention of historical summary and detail data. The ORS supports standard batch reporting capabilities as well as ad hoc analysis. Based on CICS statistics, NECSES averages 100,000 transactions daily.
