Functional Description |
The Division of Family and Children Services (DFCS) of the Georgia Department of Human Resources administers the State of Georgia Child Support Enforcement (CSE) program. The Child Support Enforcement Section of DFCS is responsible for program administration for CSE, including policy and procedure development and guidance for the program. Thirteen CSE District Program Managers are responsible for program operations at the local level. CSE staff is housed in 72 counties throughout the State of Georgia. In some cases, CSE staff is collocated with other county DFCS staff. In addition to county CSE staff, three private contractors and District Attorney staff in nine locations provide services for the CSE program. In July 1999 the implementation of the federally mandated Family Support Registry began. This vendor-operated system provides centralized collections for IV-D and certain non-IV-D cases. Lockheed-Martin is the vendor for the FSR. |

At the time of the assessment, the vendor-operated Family Support Registry (federally-mandated State Disbursement Unit) was scheduled for implementation beginning in July. This will move IV-D and most non-IVD collections and disbursements from $TARS to the vendor?s system. |
Other Relevant Information |
The $TARS application is used to track, record, and report CSE proceedings. It records child support payments and issues child support checks to custodial parents. CRS is currently being used by SUCCESS as the front end to the application. In this system, clients are matched demographically and assigned a common client ID number to enable them to be tracked for receipt of multiple federal and state funded benefits. CRS will eventually be the front-end system for all DFCS systems. |
