Under the Inventors' Rights Act of 1999 the USPTO is required to publish complaints filed by independent inventors against invention promoters/promotion firms. Used by the invention promoter or promotion firm to respond to a complaint and by the USPTO to publish the response. No form is provided for the response to a complaint.
