Functional Description The Child Care program (referred to as the Child Care Assistance Program (CCAP) in Minnesota) is a State-supervised, county-administered program, under the Department of Children, Families, and Learning (DCFL).CCAP has two separate programs: the Minnesota Family Investment Program (MFIP) and Basic Sliding Fee (BSF) program.Over 25,000 families every quarter receive child care assistance from county social services or income maintenance offices. Minnesota statutes define child care assistance as a social service activity, but counties are given the flexibility to administer the program through the county office that can provide the best services to families. This includes dividing the administration between offices. In addition, some counties subcontract the administration of CCAP to local nonprofit agencies.

Hardware Platform Windows 95 is the operating environment. PC`s on a DCFL server is the hardware. The counties` platforms all included mainframe, AS400, and PC`s. Languages used include COBOL, Focus, Powerbuilder, SQL, and Ideal.
