BACKGROUND:
From February 1, through July 31, 1987, there have been 17 detentions out of
21 shipments sampled of preserved and/or salted black beans. The detentions
represent 10 manufacturers/shippers in Hong Kong. The detentions have been
due to the presence of insect, rodent and/or other animal filth. The
detentions have occurred in San Francisco, Seattle and New York.
GUIDANCE:
Automatically detain, without physical sampling and analysis, all shipments of
preserved and/or salted black beans from Hong Kong, charging: "The article is
subject to refusal of admission pursuant to Section 801 (a)(3) in that it
appears to contain insect and/or animal filth [adulteration 402 (a)(3)]."
