AMENDMENT PROCESS FOR H.R. 1950, FOREIGN RELATIONS AUTHORIZATION ACT FOR FISCAL YEARS 2004 AND 2005

The Rules Committee has announced that it may meet the week of July 14th to grant a rule which could limit the amendment process for floor consideration of H.R. 1950, the Foreign Relations Authorization Act for Fiscal Years 2004 and 2005. The Committee on International Relations ordered the bill reported on May 8th, and filed its report in the House on May 16th. The Committee on Armed Services ordered the bill reported on June 26th, and filed its report in the House on June 30th. The Committee on Energy and Commerce ordered the bill reported today.

Any Member wishing to offer an amendment should submit 55 copies of the amendment, one copy of a brief explanation of the amendment, and one copy of the Amendment Log-In sheet to the Rules Committee in room H-312 of the Capitol by 12:00PM of Monday, July 14th. A link to the form used to submit amendments to the Rules Committee is located at the top of the page.

Members should draft their amendments to the combined text of the bill as reported by the Committee on International Relations, the Committee on Armed Services, and the Committee on Energy and Commerce available below.

Members should use the Office of Legislative Counsel to ensure that their amendments are drafted in the most appropriate format. Members are also advised to check with the Office of the Parliamentarian to be certain their amendments comply with the rules of the House.
