Barry Read, J.D., Ph.D.
Hearing Board Public Member

Dr. Read was appointed to the Hearing Board as a Public Member in June 2001. For the three years prior to this appointment, he served on the Board as an alternate public member.

For most of his career as an environmental attorney and policy analyst, Dr. Read has worked on air quality issues. After graduating from law school at the University of Texas and joining the State Bar of Texas in 1974, Dr. Read was a hearing examiner for the Texas Water Rights Commission, and then an attorney for the U.S. Environmental Protection Agency’s Region 6 in Dallas, Texas. At EPA, he was responsible for enforcement of federal environmental laws affecting water quality, hazardous waste management, and wetlands protection.

In 1980, Dr. Read moved to the Radian Corporation in Research Triangle Park, North Carolina, as a policy analyst. He worked with the U.S. EPA Office of Air Quality Planning and Standards in the development of new source performance standards, national emission standards for hazardous air pollutants, and guidance documents for state implementation planning. He also analyzed environmental legislation and regulations for private and public clients, advised corporate clients on compliance programs, and designed air quality regulatory programs for state and local governments. While working for Radian, Dr. Read earned his doctorate in ecology from the University of North Carolina at Chapel Hill in 1988.

Dr. Read returned to the practice of environmental law in 1990, joining the law firm of Strasburger & Price as the firm’s principal environmental attorney in Austin, Texas. Dr. Read’s practice covered a wide range of environmental issues, including air emission compliance and permitting, toxic tort litigation, real estate development, and hazardous waste management.

From 1997 to 2003, Dr. Read served as Executive Director of Mullholland Tomorrow, an organization that advocates for the preservation of open space and protection of the Santa Monica Mountains. He also serves on the Advisory Committee of the Santa Monica Mountains Conservancy, and on the Beach Bluffs Restoration Committee.
