How NRC BuysThe NRC procures products and services in accordance with the Federal Acquisition Regulation and the NRC Acquisition Regulation. The Federal Acquisition Regulation is Chapter 1 of Title 48 of the Code of Federal Regulations. The NRC Acquisition Regulation is Chapter 20. A procurement reinvention laboratory since 1993, the NRC continues to expand its use of new and innovative techniques to streamline the procurement process consistent with recent procurement reforms. How To Identify Potential Contract OpportunitiesNRC publicizes and posts proposed business opportunities valued at greater than $25,000 on the FedBizOpps Web site. Once at this site, select “Vendors," select “NRC” from the pull-down menu, and select “Posted Dates,” which takes you into NRC business opportunities. From here, select the posted opportunity you are interested in. You may also register at FedBizOpps to receive any further notifications about that specific opportunity by selecting "Register to Receive Notification." Enter your e-mail address, Solicitation Number, and select the "Subscribe to Mailing List" button at the bottom of the page. By registering with FedBizOpps, your company can be notified via e-mail of procurement opportunities the day they are posted. The NRC will no longer maintain a separate Bidders Mailing List to automatically send prospective vendors copies of solicitations. We thank you for your past participation in this program and encourage you to take advantage of electronic methods to identify business opportunities with NRC. If your firm is a small business or minority business enterprise, we encourage you to register in the Central Contractor Registration (CCR ) database. NRC uses the "Dynamic Small Business Search" feature at CCR as the primary database to identify small and disadvantaged businesses to fulfill our requirements. NRC also posts notices of proposed contract actions with estimated values between $10,000 and $25,000 on this Web site in accordance with FAR 5.101(a)(2). Request for Quotations (RFQs) are not posted on this page. All interested parties must contact the Point of Contact (POC) identified to request a copy of RFQ. All responsible sources may submit a quotation that, if received before the RFQ closing date, the NRC will consider. Unsolicited ProposalsAn unsolicited proposal is a written proposal for a new or innovative idea that is submitted to an agency on the initiative of the offer or for the purpose of obtaining a contract with the Government. Generally, to be accepted as an "unsolicited proposal," the offer must be innovative and unique and not something that the Government is already doing. See FAR 15.603 for more specific criteria. Preliminary contact with agency technical personnel or other appropriate personnel before preparing a detailed unsolicited proposal or submitting proprietary information to the Government may save considerable time and effort for both parties.
