Notes:

  1. Starting in FY 2004, NASA is implementing full cost practices to improve the cost effectiveness of mission performance.   NASA Program budgets are now calculated in full cost mode, meaning institutional activities such as personnel and facilities (which had been held in separate centralized accounts) are now included in each benefiting program's budget, thus reflecting the true cost of each program and enabling managers to make better economic decisions.
  2. Because DOD research activities are conducted for defense-related missions, they are not included in the CCSP budget crosscut.   Related DOD research does contribute to CCSP goals, however.
  3. Operational space-based, surface, and in situ observing systems and programs are not included in the CCSP budget crosscut, but contribute to achieving CCSP goals.
  4. Amounts are rounded to the nearest million.
