Documents for Comment
The U.S. Nuclear Regulatory Commission (NRC) affords the public opportunities to comment on proposed rules and policies, licensing actions, and draft technical documents. Toward that end, the NRC announces public comment opportunities in the Federal
Register ,
here on the Documents for Comment page, and sometimes through press releases.
The following types of documents are available for comment:
Rulemaking-Related Documents
The NRC began managing rulemaking-related actions on the Government-wide Regulations.gov Web site in January 2008. The public can submit comments on NRC rulemaking actions through that site, as follows:
- Search for All Rules Available for Comment:
- From
the Regulations.gov home page, type "NRC" in the “Search Documents” field, choose “Select to find documents accepting comments or submissions,” and select “Go.”
- Use the Narrow Results menu on the left-hand side of the screen to refine your search. For example, select “Proposed Rules” or “Rules” under the “Document Type” heading, or select “Rulemaking” under the “Docket Type” heading.
- Search
for a Specific Rule or Action
Depending on how much
you know about the rule, try the following search techniques:
- If you know the title or subject of the action, enter the title or keywords in the “Search Documents” field and select “Go.”
- If you know the docket or document ID number, choose “Select here” for the "Advanced Docket Search" or "Advanced Document Search" under the "More Search Options" heading.

Email Updates
The Regulations.gov Web site allows users to receive notifications when documents (e.g., proposed rules or meeting notices) are added to a rulemaking. You must register for notifications for every rule you're interested in. To do so, search for the desired rule or action (as described above), and then select "Notification" (under the title of each action). When the Notification Setup page appears, enter your email address, select the event(s) about which you would like to be notified, and provide a name to identify the notification. Then complete the registration by selecting “Submit.”
