Dear Mr. Chairman:

The purpose of this letter is to inform you of our progress toward implementing a cost effective solution to existing deficiencies with the Old HB-Line facility ventilation system. The letter to you regarding this issue was sent May 19, 2003.

The automatic dampers have been installed in the ventilation supply system and will be placed into service following operational testing during the next available outage in October 2003. The ventilation exhaust system replacement project is entering the preliminary design phase and is expected to be baselined in early calendar year 2004. Final design is expected to be complete by the end of CY04.Also, the contents of the justification for Continued Operations document have been incorporated into the Documented Safety Analysis (DSA). The revised DSA was approved in May 2003.

If you have any questions, please call me at (202) 586-0738.

Sincerely
