Activities Underway

Office of Safeguards and Security Evaluations (OA-10)

Sandia National Laboratories – New Mexico (SNL-NM) Comprehensive Inspection: Planning activities continue in support of the comprehensive inspection of SNL-NM. A successful on-site visit was conducted August 4-8 in preparation for the planned force-on-force performance testing. This resulted in the development of document request lists for each topical area and the drafting of the inspection plan.

Classified Matter Protection and Control (CMPC) Special Review: A CMPC special review was conducted at SNL-NM last week. The draft special review reports for SNL-NM and the Nevada Test Site have been reviewed by the QRB, and have been provided to management for approval. The next special review will be conducted at LANL.

Idaho National Engineering and Environmental Laboratory (INEEL) Inspection: An OA-10 representative is supporting the ES&H and Emergency Management inspection that began on August 11-22, 2003.

Protective Force Evaluator Training: Final preparations are underway for the explosives breaching techniques training for OA force-on-force evaluators. This training will enhance the value and realism of force-on-force testing.

Nuclear Material Accounting Steering Committee: Preparations for next week’s meeting of this committee, made up of selected assistant secretaries and deputy assistant secretaries, are underway. One of the potential topics for discussion is the standardization of Departmental accounting systems.

Special Review of PF Management and Capabilities: The review plan and schedule have been developed and submitted to management for approval. Review activities will commence in January 2004 and will be completed by mid-April.

Office of Cyber Security Evaluations (OA-20)

Perimeter Scanning Project: OA-20 personnel, in partnership with the Office of the Chief Information Officer, are conducting a special study (Perimeter Scanning Project) to map and characterize DOE’s network perimeter. This effort is to establish a baseline understanding of the magnitude and make-up of DOE computer systems exposed to the Internet in order to improve the Department’s protection posture. Testing has been completed for 51 DOE/NNSA sites. All anticipated testing agreements have been signed and testing is pending at remain four sites. A final project report will be issued this fall.

Unannounced Cyber Security Penetration Testing: A memorandum of understanding has been agreed upon with NNSA and the Office of the Chief Information Officer to establish the framework for unannounced penetration testing by OA. The unannounced cyber security penetration testing program will be used to supplement routine announced inspections. Efforts are underway to establish a white cell that will control unannounced testing activities. A pilot unannounced penetration test will be initiated within the next month with a volunteer site.

Annual Independent Evaluation of Classified Information System Security: As assigned by the DOE Order 205.1, and as required by the Federal Information Security Management Act (FISMA), OA is preparing an annual evaluation of DOE’s classified information system security program. An initial draft of the evaluation report has been prepared and is undergoing management review.

Cyber Security Inspection at the Sandia National Laboratories: Preparations are underway for conducting an announced cyber security inspection of Sandia National Laboratories in the September and October timeframe.

Office of Emergency Management Oversight (OA-30)

Combined Inspection of the Idaho National Engineering and Environmental Laboratory (INEEL): OA-30 and OA-50 have begun the first week of the two week data collection period for the combined environment, safety, and health and emergency management inspection.

Office of Secure Transportation (OST) Emergency Management Inspection: Planning for a scoping visit to be conducted in September with OST in Albuquerque has been initiated in preparation for an October 2003 emergency management inspection.

Office of Environment, Safety and Health Evaluations (OA-50)

Idaho National Engineering and Environmental Laboratory Inspection: Team planning was completed and the team began onsite inspection activities on August 11, 2002.

Pacific Northwest National Laboratory Inspection: The Office Director will meet with senior PNNL managers to discuss the upcoming scoping visit. Following the scoping visit, a detailed evaluation plan will be developed to the support the scheduled data collection visit.

Yucca Mountain Management Assessment: Planning for the scoping visit is in progress. A meeting was held with the Director Office of Radioactive Waste Management and the Director OA regarding the assessment. This assessment is being conducted at the request of the site manager to provide an independent assessment of the effectiveness of their management systems.

Nevada Test Site Special Review Work for Others Program: Planning for the scoping visit is in progress. This special review is being conducted at the request of the NTS Site Office Manager to provide an independent assessment of the effectiveness of their ES&H management systems related to the Work for Others Program. The Work for Others Program involves activities being performed by other agencies or private organizations at the site or by DOE organizations on behalf of those agencies and private organizations.

Comments of DOE Guide G 424.1-1, Implementation Guide For Use In Addressing Unreviewed Safety Question Requirements: Comments and recommended changes to the guide were developed based on observations regarding the conduct of the USQ process during ES&H inspections. The comments have been provided to EH and a meeting is scheduled for September for further discussions.

Suspect/Counterfeit Items (S/CI) Special Study: The special study was conducted in two phases encompassing both the Department’s headquarters and field elements of the S/CI program. The onsite reviews included Los Alamos National Laboratory, Savannah River Site, Kansas City Plant, Hanford, River Protection Project, Oak Ridge National Laboratory and Pantex Plant. The Deputy Secretary signed a memorandum issuing the report on August 6. Department-wide distribution is in progress. A briefing on the results is scheduled with the DNFSB on August 18.

Activities Completed

Office of Safeguards and Security Evaluations (OA-10)

Congressional Briefing on the Results of Recent Inspection Activities: Briefed Armed Services Committee staff members on the results of the SRS and Hanford inspections and the special review of SNL-NM. Oversight subcommittee staff members were briefed on the results of the SRS, Hanford, and ANL-E inspections and the SNL-NM special review.

Review of Draft Homeland Security Council Policy: Completed the review of and provided comments to the Homeland Security Council regarding the draft policy concerning the identification and protection of critical infrastructure assets.

DOE Biological Threat Policy: Met with SO policy staff to discuss the current draft policy regarding biological threat. Also discussed potential inspection techniques under consideration by OA designed to protect biological security interests.
