OVERVIEW

September 11, 2001, introduced the nation to a new sense of vulnerability and a new imperative to act for the protection of the American people and the institutions that govern them. The American people expect that their government will have the foresight to plan and the ability to act. In order to ensure the continuity of our government and to achieve the security of the legislative branch of government, Congress should assess its procedures to determine where they can be enhanced, streamlined, or modified to meet emergency needs.

 

PURPOSE OF HEARING

The purpose of the hearing is to receive testimony from the sponsors of a proposal to establish a joint committee to review House and Senate rules, joint rules, and other related matters respecting the continuity and security of congressional operations. The Subcommittee will receive testimony from Committee on Rules Chairman David Dreier (R-CA) and Ranking Minority Member Martin Frost (D-TX) on H. Con. Res. 190, their bi-partisan proposal to create such a joint committee to (1) ensure the continuity and authority of Congress during times of crisis; (2) improve congressional procedures necessary for the enactment of measures affecting homeland security during times of crisis; and (3) enhance the ability of each chamber to cooperate effectively with the other body on major and consequential issues related to homeland security.
