I offer two preliminary comments on this process (substantive comments will be submitted later in writing): 1. Since much of the focus of this process is on the Technical Service Center in Denver, Reclamation should also schedule a meeting in the Denver metro area, to better solicit comments from those who work directly with the TSC. 2. Presentations should clearly describe the environmental rules and regulations that govern Reclamation's discretionary actions, and how outsourcing of Reclamation functions will affect the ecological assets these rules and regulations were intended to protect.	07/25/2006
