Management Directive 715

Management Directive 715 requires agencies to take appropriate steps to ensure that all employment decisions are free from discrimination. It also sets forth the standards by which the Equal Employment Opportunity Commission (EEOC) will review the sufficiency of agency Title VII and Rehabilitation Act programs, which include periodic agency self-assessments and the removal of barriers to free and open workplace competition.

The EEOC also provides valuable guidance for complying with the requirements of the Directive as well as attaining a model agency program.

Reclamation has developed a plan in which seven essential actions are identified to provide a model EEO program. These essential elements are:

Reclamation has also formed a Corporate Committee, under the direction of the Commissioner to implement the Bureau of Reclamation's MD-715 Plan.
