WHEN PREPARING THE STATEMENT OF WORK – TIPS TO AVOID PERSONAL SERVICES SITUATIONS :

Example of Statement of Work: The (name of your lab) performs research in interdisciplinary areas of molecular biology which make substantial use of the laboratory's computer systems and require ongoing program/system developments. The (name of your lab) requests SAIC-Frederick to provide dedicated computer-related support to include on-line, real-time, interactive, high-speed computer systems to support research. Since this is an extension of work that is ongoing within the NCI, the contractor should commence work as soon as possible. Due to the highly technical nature of this effort, an individual with a broad knowledge of overall design function, technical characteristics, and service requirements for highly complex computer systems is required. Extensive knowledge of software programs used and networking protocols such as TCP/IP, NFS, SMF/CFIS, DNS, NIS, Decnet, Local/Ether Talk, PIR, PDB, Microsoft windows workgroups and domains, is also required. The support requires someone with the ability to use various programming languages such as Fortran, C, Perl, and Java. This project will run for approximately 3 years.




Definition: A personal service contract is a contract that creates a direct employer-employee relationship between Government and Contractor personnel. At the NCI-Frederick, obtaining personal services through any of the contractors is not allowed.




THINGS YOU SHOULD NOT INCLUDE:

· Do not ask for a position or a specific position title. Instead, explain in the Statement of Work (SOW) the services, tasks, or deliverables needed and the contractor will decide if it is necessary to create a new position to carryout this SOW. If a new position is required, the contractor will work with you to define the employees requirements for this position.

· Do not list salary ranges or GS levels.

· Do not give the name of an individual to be hired or provide resumes of candidates to the contractor. All qualified candidates must forward resumes directly to SAIC-Frederick, Inc. in response to formal job postings.

· Do not request clerical positions to support government personnel. Contractor staff cannot be used to provide direct secretarial/administrative support to individual Government employees involving the following: typing, handling phone calls, opening & distributing mail, taking minutes at meetings, etc.




THINGS YOU SHOULD INCLUDE:

· Provide a detailed Statement of Work which lists the type and amount of services, tasks or deliverables needed.

· List specific knowledge, skills and experience necessary. State education and/or degree required.
