State Policies to Encourage and Require Green Building Principles in the Public Sector

The Technical Assistance Project (TAP) for state and local officials sponsors bimonthly Web seminars that explore state policies and analysis tools that help advance their renewable energy and energy efficiency programs. Here you will find information for how to attend the next seminar, read background materials, and link to presentations and materials from previous seminars in an archive.

The next Web seminar will take place Wednesday, December 17, from 3 to 4:15 p.m. Eastern Standard Time and is titled Opportunities for Energy Efficiency in Data Centers.

About the Presenters

The presenters at the December 17 Web seminar titled "State Policies to Encourage and Require Green Building Principles in the Public Sector" will be:

Brian Lips

Brian Lips is a policy analyst for the North Carolina Solar Center at N.C. State University in Raleigh. Lips conducts research related to government and utility incentives and policies for the Database of State Incentives for Renewables & Efficiency (DSIRE), with an emphasis on western states. This research includes analysis of state policies related to green buildings.

After joining the DSIRE staff in 2006, Lips coordinated the research of policies and incentives that promote energy efficiency. This efficiency component of DSIRE was funded by the State Technologies Advancement Collaborative (STAC).

Chuck Sathrum

Chuck Sathrum serves as program manager with the North Carolina State Energy Office, where he is a team member of the Utility Savings Initiative—a comprehensive, multi-programmed approach to reduce utility expenditures and resource use in public buildings. Sathrum also leads economic and workforce development for energy efficiency, renewable energy, and clean technologies at the energy office.

Sathram has over 30 years of technology, consulting, and business development experience in the energy and utility industries, including 20 years in the nuclear power industry. Most recently, he led a consulting practice serving global energy industry suppliers, R&D organizations, and investors. He has also served as vice president of marketing at Metering Technology Corporation, a global manufacturer of smart energy meters. He graduated from the University of Minnesota’s Institute of Technology, majoring in physics.

Angie Fyfe

Angie Fyfe is the manager of the Greening Government Program at the Colorado Governor's Energy Office. Her position was created by Colo. Governor Bill Ritter’s April 2007 executive orders concerning the greening of state government, which call for state employees to reduce the environmental impact of state government operations. Fyfe works closely with state agencies, colleges, and universities to help them achieve the state's greening government goals.

Before joining the energy office, Fyfe managed projects for the Colorado Department of Labor and Employment, including the certification of the first state-owned building in Colorado under the U. S. Green Building Council's Leadership in Energy and Environmental Design (LEED). She is a LEED-Accredited Professional and graduated from the University of Colorado with a degree in finance. She is also a graduate of the National Renewable Energy Laboratory 2008 Energy Executives Program.

In 2008, DOE, NREL, and American Council for an Energy Efficient Economy completed the Clean Energy Scorecard that ranks states on the performance and on the breadth of clean energy policy portfolios. This presentation by NREL Senior Analyst Elizabeth Brown will provide an overview of the methodology used to rank the states, present the 2007 rankings, and provide a list of resources for states looking to move up in the rankings.
