Corrective Action Management Program (CAMP) Background
Welcome to the Department of Energy's Corrective Action Management Program (CAMP) website. The Department of Energy is committed to achieving the Department
mission and goals while ensuring the safety of workers, the
public, and the environment. The guiding principles and core
functions of Integrated Safety Management (ISM) are an integral
part in achieving this commitment. One of the core functions
within the ISM is the generalized process for feedback and
improvement. This process encompasses the continuous monitoring
of work performance and safety to identify problems, determine
their causes, implement corrective actions to resolve the
problems and prevent recurrence, and determine the effectiveness
of the corrective actions to ensure successful resolution
and prevention of the same or similar problems.
The first step in the feedback and improvement core safety
function is identifying and reporting problem findings from
a variety of sources. One source utilized to identify and
report findings is the conduct of internal or external oversight
assessments. A successful oversight program begins with a
thorough assessment by a sufficient number of highly qualified
participants identifying and reporting clearly delineated
and validated results and conclusions; and the assessed organization
evaluating identified findings to determine the underlying
causal factors contributing to the findings.
The purpose of the CAMP is to implement a systematic process
for developing, tracking, reporting and implementing corrective
actions to resolve the identified findings; and determine
the effectiveness of the completed corrective actions in successfully
resolving the findings and preventing their recurrence. These
actions successfully complete the generalized process for
the feedback and improvement core safety function.
The CAMP was initiated in response to the DOE Implementation
Plan for Defense Nuclear Facilities Safety Board (DNFSB) Recommendation
98-1 which expressed concern on the effectiveness of DOE to
address and resolve safety issues identified by independent
oversight.
Since inception of the CAMP over 1000 findings have been
identified and reported by oversight. Line managers have developed,
tracked, and implemented over 5500 corrective actions to resolve
the identified findings. The DOE Corrective Action Tracking
System (CATS) database is used to track and report the status
of the corrective actions. Reports on the status of CAMP implementation
are published and disseminated to DOE managers on a quarterly
basis. The DOE Corrective Action Management Team, a cross-organizational
working group of representatives from headquarters and field
offices, supports and coordinates line management efforts
to implement the CAMP. Access to CAMP DOE directives and publications,
