The U.S. Office of Special Counsel (OSC) is a small, independent, federal
investigative and prosecutorial agency with a total staff of approximately 110
employees. In addition to the Washington, D.C. headquarters office, OSC
maintains small (less than 10 employees each) field offices in Dallas, Texas;
Oakland, California; and Detroit, MI.
The OSC's primary mission is to safeguard the merit system
by protecting federal employees and applicants from prohibited personnel practices.
The OSC also operates a secure channel for disclosures of wrongdoing in the federal
government, has jurisdiction under the Hatch Act to enforce restrictions on political
activity by government employees, and participates in enforcement of the Uniformed
Services Employment and Reemployment Rights Act.
