It has since come to our attention that, in the process of duplicating DB-53, the last sentence of the first paragraph was inadvertently omitted. It would therefore be very much appreciated if you would disregard the prior copy or copies of DB-53 you received, and substitute therefor the attached corrected copy or copies of DB-53. C. 20006 Dear Mr. Haggerty: With further reference to our recent discussions regarding methods of facilitating a fuller participation in youth, poverty, and man- power training programs this Department, as a matter of policy, will take no exception to the practice of paying enrollees or trainees in these programs at rates less than those found to be prevailing by this office under ,the Davis-Bacon Act and related statutes. This includes such programs as provided in Title V of the Economic Oppor- tunity Act, the Youth Corps, and other similar manpower and training programs. This policy will be observed only in those instances where agreements have been reached by labor and management and is a part of a bona fide youth, poverty, or other similar manpower training program. We will notify all contracting agencies administering these programs of the adoption of this policy and will furnish you copies of any guidelines issued to such agencies effecting its implementation. We would anticipate the full cooperation of the Building and Construction Trades Department in participation in such arrangements. We feel that a concerted effort by all labor, management, and sponsoring groups, as well as the agencies involved, to carry out the spirit of this proposal will assist in accomplishing the underlying objectives of these programs created to ameliorate conditions of un- employment and poverty throughout the country.
